Step 1
Create a new document 400x400 pixels, and fill the background with "Black". Create a new layer. Make a new oval selection with the circle marquee tool. Make the selection on the middle and to the right. Fill the selection with "White". And press (Ctrl+D) To Deselect.
Step 2
Now go to Filter->Stylize->Wind
Method: Wind
Direction: From the right
Repeat this step 3 times more by hitting "Ctrl + F".
Step 3
Now select the Smudge Tool and choose a fuzz Ball brush around size 30. Now it is time to make the flames. Start smudging from the right to the left and try to nudge the mouse slightly up and down to make it look more like flames. Finish it by smudging from the left to the right, try to get a few grey strokes onto the large white areas.
Step 4
Make a new layer.
Hold down "Ctrl" and click the layer 1 to make a selection of it.
Press "D" to reset the colors.
With the layer 2 selected go to Filter->Render->Clouds.
Step 5
With the layer 2 still selected go to Layer->Layer Style->Outer Glow. And follow this settings as shown below. If you want the the ball to glow even more just change the size to a higher value.
Step 6
Make a new layer directly under the layer 2 and fill it with black. Select the layer 2 and press "Ctrl + E" to merge it with the new black layer. Auto Name this layer to Layer3 and make it invisible for now.Step 7
Ok now select the layer 1 and press "Ctrl + E" to merge it with the "Background" layer.With the "Background" layer now selected go to Image->Adjustments->Hue/Saturation "Ctrl+U".
And follow these settings.
First of all check "Colorize".
Hue: 25
Saturation: 50
Lightness: 0
Now go to Filter->Blur->Gaussian Blur. Choose 1.0 pixel radius.
Step 8
Select the layer 3. Go to Image->Adjustments->Hue/Saturation "Ctrl+U".And follow these settings.
Hue: 45
Saturation: 50
Lightness: -25
Don't forget to check "Colorize".
